[ircd-ratbox] New setup config help.

Hi,

You seem to be missing a few configuration options from the channel 
block. Here is an example of the extra ones we use (including splitmode 
related settings):

channel {
   max_bans = 100;
   default_split_user_count = 0;
   default_split_server_count = 0;
   no_create_on_split = yes;
   no_join_on_split = no;
   burst_topicwho = no;
   topiclen = 160;
   use_sslonly = yes;
};
