[ircd-ratbox] Auth flag restricted resulting in a conf error.

I'm getting a conf error when trying to use the 'restricted' auth flag.

  user = "*@*";
  class = "riffraff";
  flags = restricted, need_ident;
};
--

I checked the ChangeLog and whatsnew text files and I see nothing
about it being removed.

I am presently using ircd-ratbox-2.1.1
