The helpfile and CPPFLAGS diff are commited, I added the NOVOICES set option
with the proper hooks to actually catch users being voiced.

This login_nick_only im not gunna add into cvs -- it doesnt really make too
much sense.  If nickserv isnt enabled, then its simply making userserv
emulate nickserv, except if someone has your nickname then there is no way
for you to login.  If nickserv is enabled, it doesnt really serve much
