Basically, due to the fact /away is sent remotely, and requires the
allocation of memory to store the away, its paced.

A user may set themselves away once per pace_wait seconds (default 10),
away with no parameters (ie /back) is not paced at all.  He was simply
setting /away too many times in too short a period..
