This is the current beta release version of the 'devel' tree of ircd-ratbox.

NOTE: THIS IS BETA CODE.  It is run at your own risk.  By running this
       code you assume FULL responsibility for any problems it may cause.  We
       do NOT recommend this code is run on production servers.

- added UNXLINE, controlled via xline=yes; in operator {};
- removed anonops
- removed gettext support, this never worked quite right
- added experimental epoll support
- massive client exit cleanups
- allow bursting away messages, this is configurable
- add cluster support
- added back HTM mode messages(but not HTM code)
- remove connection throttling as this didn't work quite right
- removed iphash support, and just stick with using the host hash
- clean up of banned client notifications
- clean ups and optimization of poll() code
- remove the non block heap code along with efence option
   in configure
- rework REHASH using a table
- move m_map from contrib to modules/
- add map_oper_only=yes|no to general{}, defaults to yes
- Massive ipv6 cleanups.  Avoid using mapped ipv4 in ipv6 sockets.
   On some platforms this requires help from the OS.  We attempt
   to disable this, but in some cases it isn't possible
- optimized quit storm code
- support for ipv6 cidr limits(hi Atomix :P)
- split dline/undline/ungline into their own files
- killed the abort_list
- fix a bug that caused ziplinks to fail at random
