This is the current release candidate version of the 'stable' tree of
ircd-ratbox.  This version should be stable but may contain as yet
unidentified bugs.

- clients messaging themselves will no longer be pulled out of gracemode
- kline_exempt now implies exemption to xlines too
- changed references to "XLINE" and "X-line" to "X-Line" to be consistent
   with k/d/glines
- MAP is now included in the default build, with map_oper_only added
   to general {};, defaulting to yes.
- xlines added will now be checked against existing clients
- added a minimum non-wildcard setting for xlines/resvs, thus allowing
   non-admins to set wildcard resvs.  specified by min_nonwildcard_simple
   in general {};, defaults to 3.
- fixed an foperlog bug
- fixed a bug where connect frequency wouldnt be updated on rehash
- added support for sending XLINE/UNXLINE/RESV/UNRESV remotely
- added support for clustering XLINE/UNXLINE/RESV/UNRESV
- remote klines etc will now error if no matching server is found
- fixed a bug allowing clustered servers to set the same kline multiple
- any stats replies using RPL_STATSDEBUG (249) will now be prefixed with
   their stats letter
- fixed a server ip hiding leak to admins.
- added ETRACE, a version of trace that will give gecos info.  Support
   for this is via the 'ETRACE' token in 005, and uses numeric 709.
   Available to local opers only.
- fix for invalid nick change coming from a server
- added ENCAP, server command to propagate things this server doesnt
   understand.  syntax:
   :<source> ENCAP <destination> <subcommand> [params]
- parameter fix for chanmode -k
